Employment refers to the actual performance of paid duties, or paid service, by an employee for the employer.
Enforceable undertaking is a written agreement between the VRQA and a registered school that is the subject of a review by the VRQA and a Registered Training Organisation (RTO), regulated by the
Education and Training Reform Act 2006 (the Act).
Education Services for Overseas Students
ETR Act is the

ETR Regulations are the

Extension to scope is when an RTO applies to the VRQA to add or remove a course or unit of competency from its scope of registration.
Financial Health Assessment involves an assessment of the financial health of an organisation by reviewing compliance with Guideline 1 of the
2016 VRQA Guidelines for VET Providers (docx - 206.95kb).
Fit and proper person declaration is completed by Directors, senior officers and substantial shareholders of RTOs who are in a position to influence the management of the organisation. Directors, senior officers and substantial shareholders of Registered Training Organisations. RTOs must satisfy fit and proper person requirements.
Group Training Organisation
High managerial agent is an employee or agent of the organisation with duties of such responsibility that his or her conduct may fairly be assumed to represent the organisation in relation to the business of providing courses.
Independent validation means that the validation is carried out by a validator or validators who:
a) are not employed or subcontracted by the RTO to provide training and assessment; and
b) have no other involvement or interest in the operations of the RTO.
Key competencies generic competencies that are essential for effective participation in the workplace.
Liaison Officer is the day to day contact person that is responsible for all registration matters. This person’s name and contact details will be listed on the official National Register of information, training.gov.au.
Licensed or regulated outcome means compliance with an eligibility requirement for an occupational licence or a legislative requirement to hold a particular training product in order to carry out an activity.
Ministerial Order means an order made by the Minister under the ETR Act.
MoU - Memorandum of Understanding
Nationally agreed nominal hours means the median value assigned to the unit of competency of accredited module by state and territory governments that nominally represents the anticipated hours of supervised learning and/or training deemed necessary to conduct training/learning and assessment activities associated with the unit of competency or accredited module.
National Centre for Vocational Education Research (NCVER) is a not-for-profit organisation owned by the Commonwealth and state and territory ministers responsible for vocational education and training. It is a professional and independent body responsible for collecting, managing, analysing, evaluating and communicating research and statistics about vocational education and training (VET) nationally.
National Register is the register maintained by the Commonwealth Department responsible for VET, www.training.gov.au (TGA). TGA is the official national register on VET in Australia. It is the authoritative source of information on training packages, qualifications, accredited courses, units of competency, skill sets and RTOs. TGA contains information about RTOs that are registered to deliver a particular nationally recognised training product.
Nationally Recognised Training (NRT) Logo is the logo to signify approval and recognition of training packages and VET accredited courses. It must be shown on qualifications issued by RTOs for nationally recognised training in compliance with the AQTF Standards.
National VET Provider Collection Data Requirements Policy outlines the requirements on RTOs in collecting and reporting their nationally recognised training to the National VET Provider Collection managed by the National Centre for Vocational Education Research (NCVER).
Nominal hours is the scheduled hours required for the delivery and assessment of vocational training as determined by Skills Victoria.
Online training and assessment is where delivery and assessment is delivered online.
OSSEO - Overseas Secondary Student Exchange Organisation.
Overseas student - means a person holding a visa under the Migration Act 1958 of the Commonwealth which allows the person, whether expressly or otherwise, to study in Victoria.
