Pre-registration - information meetings
Before the closing dates for registration, the VRQA holds information meetings sessions for organisations or individuals who are considering applying for registration to deliver senior secondary education in a non-school setting. If you are planning to apply for registration, please email the VRQA to make a time to attend an information session.
Senior secondary authorisation by the VCAA
VCE / VCAL authorisation: If you are seeking registration to deliver the Victorian Certificate of Education (VCE) or the Victorian Certificate of Applied Learning (VCAL), you must first be authorised by the Victorian Curriculum and Assessment Authority (VCAA) to deliver the relevant course.
The VCAA must first authorise applicants to deliver the VCE or VCAL before the VRQA can grant registration.

Acceptance of application
The VRQA can only accept applications that are well organised and have all the required evidence.
The VRQA will acknowledge your application with an invoice for the application fee sent via email.
The application fee is payable online by credit card (Mastercard or Visa), BPAY or by Postbillpay. Online payments can be made on the fee payment page.

Note: Applications may be forwarded prior to this date. The VRQA will commence assessing the application once the fees are paid.
Assessment of applications
The VRQA will arrange a formal interview with applicants to discuss their application and any further information that may be required to demonstrate compliance with the minimum standards for registration. Wherever possible this will occur within 4-6 weeks of the VRQA receiving your application.
Applicants will be provided with written feedback following the formal interview and one opportunity to re-submit any documentation which does not demonstrate compliance with the minimum standards.
Outcome of applications
The VRQA cannot grant registration unless it is satisfied that an applicant complies with all of the prescribed minimum standards to provide an accredited senior secondary qualification or course.
Applicants will receive formal advice regarding the decision on the application for registration. If registration is granted, a certificate of registration will be issued.
A person whose interests are affected by a VRQA decision to not grant registration or to cancel or suspend a registration can apply to the Victorian Civil and Administrative Tribunal (VCAT) to review the decision. The application to VCAT must be made within 28 days after the later of:
- the day on which the decision was made, or
- if a person requests a statement of reasons for the decision, the day on which the statement was provided, or the person was informed that a statement of reasons would not be given.
