Form B can be used to amend an RTO’s scope of registration in three ways:
1. To add new scope items or non-equivalent training package products or accredited courses to scope.
2. To add equivalent training package products without a standing application to scope.
3. To remove items from scope.
Adding new or non-equivalent training package products

Submit the application form with evidence of readiness to deliver training
If you wish to add new and non-equivalent training products to your scope of registration, you need to submit Form B - Application for amending scope of registration and evidence of readiness to deliver training to the VRQA.
You will need to make sure that you meet any additional approval requirements. You will also have to meet training package requirements for the courses and units of competency on your scope. Extension to scope applications will not be processed until all outstanding non-compliance issues have been rectified.
Pay the application fees
The VRQA will send you an invoice on receipt of Form B and evidence of readiness to deliver training.
The application fee is payable online by credit card (Mastercard or Visa), BPAY or by Postbillpay. Online payments can be made on the

Your application will not be considered to be complete until the invoice has been paid.
Adding non-equivalent training package products
The process outlined above should also be followed to add non-equivalent training package products to your registered training organisation's (RTO) scope of registration.
Applications are assessed using a proportional risk-based approach. An assessment may involve a desk review or a site audit depending on the risk profile of the provider and the scope items applied for.
The desk review process takes approximately four to six weeks from the date the VRQA receives payment of the invoice associated with the application. Your evidence of readiness to deliver training will be thoroughly reviewed by the VRQA to determine whether your organisation has sufficiently demonstrated that it is able to deliver and assess the scope items applied for in line with training package/accredited course requirements and the requirements of the AQTF Essential Conditions and Standards for Continuing Registration, and the 2016 VRQA Guidelines for VET Providers (docx - 206.95kb).
If it is determined that a site audit is required for your application you will be notified via email and a VRQA contracted auditor will contact you to schedule a date for the site audit.
Please note that you are expected to be able to demonstrate that you have everything in place to meet training package/accredited course requirements and the requirements of the AQTF
Essential Conditions and Standards for Continuing Registration and the 2016 VRQA Guidelines for VET Providers (docx - 206.95kb) for the scope items you are applying for at the point of application, and must be able to provide evidence of this if requested to do so by the VRQA or a VRQA contracted auditor.
This evidence may include:
- an appropriate training and assessment strategy
- appropriately qualified trainers and assessors
- fully developed assessment tools for all units you intend to deliver.
If your application is granted, the VRQA will send you a list of the approved scope item/s. On approval, your scope of registration will be updated on the State Register and on the Training.gov.au website.
If your application is not successful, the VRQA will provide you with reasons for the decision.
Adding equivalent training package products without a standing application Submit Form B

If you do not have a current standing application with the VRQA you will need to submit Form B to add any equivalent training package products to your RTO’s scope of registration.
No fees are charged for applications to add equivalent training package products to your RTO’s scope of registration. Similarly, no evidence of readiness to deliver training is required to be submitted, so long as the application is made within the training package transition period published on the VRQA website.
Applications to add equivalent training package products which are made after the end of the transition period will attract a fee and will require evidence of readiness to deliver training to be submitted.
Removing items from your RTO’s scope of registration
If you wish to remove a training package product from your RTO’s scope of registration, or you no longer have the capacity to deliver them, you must complete the relevant sections of
Form B - Application for amending scope of registration. There is no charge for removing items from your scope of registration.
