Quality Indicators

The AQTF Quality Indicators for RTOs form part of the AQTF Essential Conditions and Standards for Continuing Registration that apply to all RTOs.

RTOs are required to collect and use data on three Quality Indicators:

  • Competency Completion
  • Learner Engagement
  • Employer Satisfaction.

Quality Indicator data is used by RTOs to undertake continuous improvement and by national, state and territory registering bodies to inform each RTO’s risk assessment.

Legally, registering bodies may not release Quality Indicator data provided by RTOs to any other party.

Annual reporting

RTOs are required to report annually on all three Quality Indicators. All data relates to the previous calendar year. For a free download of the Quality Indicators Resource Package, including software, see: AQTF

RTOs should review the Resource Package prior to completing any reports. Data must be submitted by 30 June each year.

RTOs should be aware that failure to submit quality indicator data, or the submission of incomplete data, may affect an RTO’s risk rating and impact on an RTO’s registration.

Reporting software

RTOs are required to produce reports for all three Quality Indicators using software specifically designed for the purpose.

Competency Completion

RTOs must submit two reports on Competency Completion to the VRQA:

  1. Number of enrolments and completions per qualification
  2. Number of enrolments and completions per unit of competency/module

Software to generate this report, Competency Completion Online System (CCOS), is available from the National Centre for Vocational Education Research (NCVER). Assistance in accessing and using the CCOS is available by emailing NCVER or by phoning (08) 8230 8468.

RTOs that already use AVETMISS to report on Competency Completion data will have the data pre-populated into the CCOS system by NCVER.  These RTOs will need to log on to the CCOS system to enter any data not reported through AVETMISS.  

Use the ‘send directly to your registering body’ option on CCOS after generating the report to forward it to the VRQA.

Learner Engagement and Employer Satisfaction

RTOs must administer two questionnaires:

  1. Learner Engagement
  2. Employer Satisfaction

The questionnaires can be administered in either paper or online format.  For RTOs not using the SMART System, please use the Reporting of Learner Engagement and Employer Satisfaction Qualify Indicator template (Word - 41Kb) to submit your report. Reports should be submitted to the VRQA by email.
