AQTF Quality Indicators

Background

The Australian Quality Training Framework (AQTF) Quality Indicators Resource Package has been published by the Australian Council for Educational Research (ACER). All RTOs have had an opportunity to attend state-wide briefings conducted by the ACER on the Quality Indicators, and in early May all RTOs were contacted by the ACER Quality Indicators Team informing them about the available software for the Competency Completion Quality Indicator.

The Quality Indicators Resource Package, including the software, is available for review and downloading free of charge from http://www.acer.edu.au/aqtf

Under the AQTF, all registered training organisations (RTOs) will be required to collect, use and report data on the three Quality Indicators.

1. What Quality Indicator data do RTOs need to submit to the VRQA?

 Each of the Quality Indicators, and the first date by which Victorian RTOs are required to submit data to the VRQA, are listed below:

  1. Competency Completion – data must be submitted on or before 30 June 2009
  2. Learner Engagement – data must be submitted on or before 30 June 2010*
  3. Employer Satisfaction – data must be submitted on or before 30 June 2010*

*For 2009 it is optional to submit data for Quality Indicators 2. and 3. above, however RTOs choosing to provide this additional data to the VRQA must also do so on or before 30 June 2009.

 Whilst only the data for the ‘Competency Completion’ Quality Indicator is required in 2009, the submission of data for all three Quality Indicators will be required on or before 30 June 2010 and 30 June each subsequent year.  The data to be submitted will always relate to the previous calendar year, e.g. the data due on 30 June 2009 for Competency Completion will relate to the number of enrolments and completions from 1 January 2008 to 31 December 2008.

2. What reports will be required to be produced and submitted by RTOs?

 The reports which will be required to be produced via the software and submitted to the Registering Body (i.e. for Victorian RTOs, this is the VRQA), in relation to each Quality Indicator are:

3. Where does an RTO get support and access to the software?

 

4. How will an RTO submit the Competency Completion Registering Body Report to the VRQA in 2009?

RTOs will need to log onto the Competency Completion Online System, which is available via the National Centre for Vocational Education Research (NCVER), to enter data and produce a Competency Completion report for 2008 for all qualifications and every unit of compentency they deliver. The report is to be lodged with the VRQA on or before 30 June 2009.

To lodge a report with the VRQA, you may automatically upload the data from the NCVER website (an email confirmation from the CCOS will acknowledge a successful submission).  

For those RTOs that in 2009 want to lodge reports for the ‘Learner Engagement’ and ‘Employer Satisfaction’ Quality Indicators, these may be produced using the Survey Management, Analysis and Reporting Tool (SMART), available via the ACER Quality Indicators Resource Package, and also lodged with the VRQA.

5. What happens if the RTO already submits competency completion data through AVETMISS?

RTOs that already use AVETMISS to report on competency completion data will have this data pre-populated into the Competency Completion Online System by the National Centre for Vocational Education Research (NCVER) in early May. These RTOs will also need to log on to the Competency Completion Online System to enter any data not reported through AVETMISS (if required) and produce reports for submission to the VRQA. 

RTOs who do not submit data through AVETMISS will need to manually enter all qualifications and every unit of competency they deliver.

6. How will the RTO data be used?

The National Quality Council (NQC) has agreed that Quality Indicator data will be used by RTOs to undertake continuous improvement processes, and by state and territory Registering Bodies to inform each RTO’s risk assessment. Registering bodies are bound by relevant legislation in their capacity to share data and will not release to other parties any Quality Indicator data provided by RTOs.

The Quality Indicator data submitted by each RTO will contribute to the VRQA’s risk assessment of the RTO. Non-submission by the due date, or incomplete submission, will affect the risk assessment of the RTO.
