Scope of Registration
A scope of registration defines the particular training qualifications and services that an RTO is registered to deliver. An RTO can apply to the VRQA to change its scope of registration at any time in order to provide additional Training Package qualifications or accredited courses as well as replacing an accredited course with a Training Package qualification.
Where possible, scope of registration should be made up of complete accredited courses or Training Package qualifications, but may include individual units of competency.
The National Training Information Service (NTIS) contains key course information, including codes and titles, contacts for courses and information on Training Package materials. It also provides information on existing RTOs, so you can check to see if they deliver the same training you are considering.
You may need to gain permission from the copyright owner to use nationally recognised training. NTIS identifies the copyright owner details for each qualification. The copyright owner may charge a licence fee for the use of their course materials.
If you wish to deliver Victorian Crown copyright courses within Victoria where the copyright owner is the State of Victoria you can obtain course documentation from a Curriculum Maintenance Manager (CMM) for a small handling fee or can download the course documentation free of charge under a “preserved integrity” licence for educational purposes- see www.aesharenet.com.au/P4. Only training that is nationally recognised will be included on a scope of registration. To include training developed by your organisation on your scope of registration, you must first gain accreditation from the VRQA. The process for course accreditation is detailed under Accrediting VET courses.
Amending your scope of registration
Extension to scope of registration
RTOs need to apply to the VRQA for extensions to scope of registration using the AQTF Form B (Word - 254Kb). There is an application fee and an assessment fee for extension to scope of registration (see invoice attached to AQTF Form B).
Each application received by the VRQA will be assessed by a VET registration officer using the business rules set out in the AQTF National Guidelines for Risk Management to determine the most appropriate audit action required. Audit action will be determined by a combination of the risk rating assigned to the provider and the supplementary risk indicators associated with each application for extension to scope.
Where an approval for extension to scope has been granted without an audit, that qualification will form part of the audit scope when the provider is next subject to an audit according to the requirements specified in the AQTF National Guidelines for Risk Management.
Removing qualification/s from your scope of registration
If you wish to remove a course, qualification or unit of competency from your scope of registration or you no longer have the capacity to deliver them, you must complete the relevant sections of AQTF form B (Word - 254Kb). There is no charge for removing training from your scope of registration.
Specific requirements for some extensions to scope of registration
As part of the process to add qualifications, or in some instances units of competency, to the scope of registration, the VRQA will seek technical advice from specific organisations that relate to the capacity of the RTO to meet the requirements of the Training Package or accredited course. This may be done in a number of ways including:
- Verification from the relevant regulatory or industry advisory organisation that it is satisfied that the requirements of industry have been met. In some instances this must be provided in writing as part of the application or may be provided to the VRQA after an application has been lodged;
- A technical expert may participate as part of the audit team for a registration or extension to scope of registration audit against the AQTF 2007 Essential Standards for Registration.
Victorian WorkCover Authority (WorkSafe) – Approval to provide any of the following qualifications/units of competency must be provided to the VRQA with the application for extension of scope.
To obtain a written verification, RTOs must notify WorkSafe in writing of their intention to deliver the relevant HRW units of competency and provide the following information. Please note that most of this information can be printed from NTIS but RTOs should make sure they clarify the location(s) where the training will be delivered.
- organisation’s legal name and trading name
- ABN and/or ACN (where applicable)
- registration number
- physical address (and postal address if different)
- location(s) where the course will be delivered
- contact details (name, position, phone, fax and email).
The notification letter should be sent to The Manager, Construction and High Risk Work Licensing Team, WorkSafe Licensing Branch, GPO Box 4293, Melbourne, Vic, 3001 or email licensing@worksafe.vic.gov.au. WorkSafe Victoria will contact you to arrange a suitable time to conduct a review to ensure all necessary procedures, equipment, facilities and personnel are available to deliver the units. Information on this process can be found on the Worksafe website. WorkSafe has developed the RTO self assessment workbook to assist with this process and it will be provided to RTOs on request. WorkSafe will advise RTOs in writing of the outcome of the review and this letter must be included in the application to the VRQA.
