Registering as a Training Provider
An organisation wanting to provide nationally recognised and accredited training and assessment services must be registered by a State or Territory recognition authority. The Victorian Registration and Qualifications Authority (VRQA) is the recognition authority for Victoria, and it grants registered training organisation (RTO) status for up to five years.
As a RTO registered in Victoria, an organisation can deliver nationally recognised training outside Victoria without a further recognition process or payment of additional fees, through National Recognition arrangements.
An organisation that is not an RTO may offer non-accredited training or assessment services, but cannot issue nationally recognised qualifications.
To register as an RTO with the VRQA an organisation must:
- apply to the VRQA if the principal place of business or all or most of the training operations will be in Victoria
- demonstrate compliance with the nationally agreed standards set out in the Australian Quality Training Framework (AQTF 2007) Essential Standards for Registration.
- demonstrate compliance with the VRQA Guidelines for VET Providers.
Under National Recognition, each State and Territory has agreed to recognise the decisions of all other States and Territories in registering training organisations (including the imposition of any conditions or sanctions with respect to registration).
Becoming an RTO involves the following steps:
It takes at least 16 weeks to process an application for initial registration.
Registering to deliver to overseas students
To provide courses to overseas students in Victoria an organisation must apply to the VRQA for approval. Once approved the provider can be registered on the Commonwealth Register for Institutions and Courses for Overseas Students (CRICOS).
