The Minister for Education has issued a Ministerial Direction to ensure Victorian CRICOS schools are able to support their international students through online and remote learning arrangements.
Under the Direction, CRICOS schools can continue online delivery to international students who:
- are offshore and unable to return to Victoria due to any travel ban or restriction on incoming travellers, including those effective from 1 February 2020 and 20 March 2020
- are seeking to return to Victoria to resume face-to-face learning and, for example, are in compulsory quarantine for 14 days
- as at 24 June 2020, have applied for enrolment (whether they are enrolled or are awaiting enrolment) and will commence in Term 3 or Term 4 2020, but are unable to travel to Victoria
The Ministerial Direction does not allow international students to continue to undertake remote learning from Term 1, 2021 onwards.

The Ministerial Direction gives effect to guidance issued by the Commonwealth Department of Education, Skills and Employment (DESE).
The DESE guidance encourages a flexible approach to support enrolled international students who are outside Australia to continue their study online during the coronavirus (COVID-19) pandemic, while travel restrictions apply.
