The Minister for Education has issued a Ministerial Direction extending Victorian CRICOS schools' ability to support international students through online and remote learning. The extension means schools can now deliver remote learning to international students in Term 1 and 2, 2021.
Under the Direction, CRICOS schools can deliver online and remote learning in Term 1 and 2 to secondary school-aged international students who:
- are due to start a placement at a Victorian school but are offshore and unable to travel to Victoria due to any travel ban or restriction on incoming travellers
- have entered Victoria for face-to-face learning but are in compulsory quarantine for 14 days.
The Ministerial Direction does not allow international students to continue to undertake online or remote learning from Term 3, 2021 onwards and international students should travel to Victoria for face-to-face learning when is becomes feasible to do so.

The Ministerial Direction gives effect to guidance issued by the Commonwealth Department of Education, Skills and Employment (DESE).
The DESE guidance encourages a flexible approach to support enrolled international students who are outside Australia to continue their study online during the coronavirus (COVID-19) pandemic, while travel restrictions apply.
