Registration requirements

Is my organisation eligible to apply?

To be eligible to apply to the VRQA for registration as a training organisation, your institution must:

  • be a company incorporated in Australia or an incorporated association or body otherwise specified in s.4.3.16(4A) of the Education and Training Reform Act 2006. Sole traders, partnerships or trusts are not eligible to apply. A company incorporated in Australia and acting as Trustee (ATF) for a Trust can apply for registration.
  • have its principal place of business in Victoria
  • only deliver to domestic students in Victoria, or only in Victoria and Western Australia.

All registered training organisations (RTOs) in Victoria must meet the requirements set out in the VRQA guidelines, the Australian Quality Training Framework (AQTF), the Australian Qualifications Framework, and other relevant legislation.

Australian Quality Training Framework

The Australian Quality Training Framework (AQTF) is the national set of standards for vocational education and training providers in Australia.

Australian Qualifications Framework

This is the national policy for regulated qualifications in Australian education and training.

Other relevant legislation

All RTOs are obliged to comply with relevant Commonwealth, state or territory legislation and regulations. Staff and clients must be fully informed about any requirements affecting their duties or participation in vocational education and training.
